Features , Arts, Sports and Humour. The '''Non-Partisan Association''' ('''NPA''') is a civic-level electoral organization in Vancouver, British Columbia, Canada. There are, and have also been in the past, Non-Partisan Association political parties in the nearby municipalities of Burnaby, Richmond (Richmond, British Columbia) and Surrey (Surrey, British Columbia). Vancouver is set to begin construction of a 10.9 km ART track expansion in 2012, known as the Evergreen Line (Evergreen Line (TransLink)), which will extend the SkyTrain network from Burnaby to Coquitlam in the north-east. Although at one point the Evergreen Line was proposed to be a street-level LRT system that would not use ART technology, in 2008 plans were changed back to ART by the provincial government to facilitate higher ridership from increased capacity, shortened travel times and to integrate seamlessly with the existing SkyTrain network. The SkyTrain was conceived as a legacy project of Expo 86 and the first line was finished in 1985 in time to showcase the fair's theme: "Transportation and Communication: World in Motion – World in Touch". The SkyTrain connected Downtown Vancouver with Burnaby and New Westminster, and was originally terminated at New Westminster Station.
